Is Protea burchellii Burchell's Spoon-bract Protea extinct on the Cape Peninsula?

Protea Atlas LogoColin Paterson-Jones reports that Protea burchellii is not extinct as stated in PAN 13: 10. The species is alive and well and flourishing on Table Mountain above Kloof Nek. However, in 1950 Adamson and Salter stated (in the Flora of the Cape Peninsula) that the species was now extinct on the Cape Peninsula, having previously occurred at Sea Point and Devil's Peak.

So then where do the plants flourishing by the road on the way to the Lower Cable Car Station come from? Did some survivors spread? Possibly these plants are derived from ancestors planted by someone. Who might have planted these? Can anyone shed any light on the origin of these plants?
